Moscow: Nikolai Shulginov and Governor of the Arkhangelsk Region Alexander Tsybulsky discussed issues of the development of the region’s energy complex within the framework of the working meeting.
Nikolai Shulginov noted that the Ministry of Energy has developed a bill aimed at creating a financial mechanism for the modernization and construction of power plants in non-price zones of the wholesale market, which include the territories of the Arkhangelsk and Kaliningrad regions, the Komi Republic and the regions of the Far East.
“The bill has already been adopted by the State Duma in the first reading. Implementation of the standards laid down in it will allow solving the problem of equipment wear and tear and renewing thermal generation in those regions where there are no alternative mechanisms for attracting investments, ”the Minister said.
