Indonesia Energy Ministry: Indonesia-Switzerland Cooperation in Capacity Building for Renewable Energy Skilled Personnel
The Center for Human Resources Development for Electricity, New Renewable Energy and Energy Conservation (PPSDM KEBTKE), BPSDM Ministry of Energy and Mineral Resources, together with the Renewable Energy Skills Development (RESD) project supported by the Swiss Government held a Developing a Curriculum (DACUM) workshop for the development of the institution’s modular curriculum. non-formal training in Indonesia.
This collaboration is carried out in order to support the development of skills in the installation, operation and maintenance of Solar Power Plants (PLTS), hybrid PLTS-PLTD (Diesel Power Plants), and Hydro Power Plants (PLTH) in Indonesia.
“The RESD technical assistance program cooperation between SECO and BPSDM of the Ministry of Energy and Mineral Resources was signed on December 2, 2020, with the hope that this technical assistance will be able to create competent human resources in the scope of planning, construction, installation, inspection and commissioning, to the operation and maintenance of power plants. electricity which is devoted to PLTS, PLTS-PLTD hybrid and PLT Hydro,” said Laode Sulaeman as the head of the KEBTKE PPSDM at the opening of the online event.
The workshop itself will take place online on 8-9 July 2021 for PLTS and Hybrid PLTS-PLTD, and 13-14 July 2021 for PLTH. The workshop was attended by more than 25 private actors in the solar and hydro sector who actively provided input related to job occupancy, job descriptions, and operator competency units and 25 observers from non-formal education training institutions.
“We hope that with the presence of the right business actors at the supervisory and senior operator levels, the output that will be produced is in the form of a DACUM Chart which contains details of the tasks and jobs of renewable energy power plant operators and survey results in the form of priority scales, difficulties, critical factors, frequency of tasks and work. from the power plant operator position, it really fits the needs of market players,” said Martin Stottele, head of the RESD project.
The RESD technical assistance program with the support of a grant from the Swiss Government will last for the next 4 years until 2025. The main objective of RESD is to create a competent workforce in the areas of planning, design, construction and installation, inspection and commissioning, operation and maintenance of power plants. solar, hybrid solar diesel and water through: (1) the creation of D4 programs in 5 polytechnics in Indonesia; 2) the launch of a modular renewable energy course program at 5 non-formal training institutions; and 3) strengthening the exchange of information and communication in the renewable energy sector.
RESD program partners include the Ministry of Energy and Mineral Resources BPSDM as the main partner, the Directorate General of Vocational Education, Ministry of Education, Culture, Research & Technology, the Directorate General of Training and Productivity Development of the Ministry of Manpower, the National Agency for Professional Certification, and the National Development Planning Agency. The RESD program also works closely with polytechnics, selected non-formal training institutions, professional associations, and the private sector.
