PDVSA: COMMUNAL GAS STATEMENT

53

Gas Comunal SA, a subsidiary of Petróleos de Venezuela SA, informs the Venezuelan people that the supply of Liquefied Petroleum Gas (LPG) is subject to rigorous security schemes in accordance with current national regulations (Technical Resolutions issued by the Ministry of People’s Power of Petroleum and Covenin Standards) and international (NFPA 58 / ASME Code Standards) in order to provide a safe and reliable service from the supply source to the end user.

It is pertinent to refute the negative opinion matrix that tries to ensure a gas supply with an inadequate chemical composition or without the odorant component. The Oil Industry adds 12 grams of Ethyl Mercaptan for every thousand liters of LPG, which allows the early detection of leaks in storage containers. Without this technical specification it is impossible for the hydrocarbon to be dispatched.

PDVSA Gas Comunal has a rigorous operations protocol and constantly reviews the conditions of the cylinders. That is why the Venezuelan people are urged to attend to the security measures in their homes and businesses in accordance with the provisions.

It is the policy of the gas subsidiary to establish mechanisms for the prevention of accidents and incidents under the principle of joint responsibility with the users of the service through communication campaigns and talks, as well as the permanent training and certification of workers in handling and use. of Liquefied Gas throughout its value chain.

Likewise, a close relationship of cooperation, training and interaction is maintained with State Security agencies, governments and mayors to keep the immediate response protocols updated in a timely and effective manner in the event of any eventuality.

In this context, it is recalled that LPG service packaged in cylinders must be handled only by adults, who must transport them in an upright position and without dragging to avoid combustion; place them on a firm, moisture-free floor to reduce corrosion on the underside; place them as far back as possible from stoves and do not put objects on them.

The installation must be carried out in open, ventilated places and away from electrical outlets or flammable products, avoiding covering the safety valve, since it is activated in case of overpressure.

On the other hand, it is important that users receive the cylinder with the valve closed and it is verified that it does not present leaks, making sure that the regulator is in good condition before connecting it away from heat sources such as lighters, cigarettes or stoves.

In the case of supply (bulk) to stationary tanks in urban development and businesses, they must avoid that the main LPG connection points of kitchens, heaters, ovens, dryers and any other disconnected appliance are not properly “plugged”; do not leave open knobs of ovens, cookers or any other appliance that consumes LPG; avoid the presence of portable cylinders inside the premises or apartments that warn about the possible manipulation of the LPG installation in bulk.

In case of not being able to verify these conditions, suspect the presence of a leak or any other irregularity that could trigger an accident, you must close the tank valve even when the valve of the property is closed, notify the company providing the service and wait for the arrival. of the technical unit.

It is important to take the following safety measures in relation to the piping system and accessories: never handle the LPG systems yourself; Any repair or modification must be carried out by LPG specialist technicians, notified and approved by the company’s authorized technicians. In the case of substituting gas appliances for electrical appliances, be sure to properly and hermetically seal all the LPG points within the premises or apartment, as well as seal and label the valve to prevent it from being opened by mistake.

Make sure that each property has individually, on each floor, a valve or stopcock clearly identified with its number. The LPG containers must have “No Smoke” and “Flammable Gases” notices. Under no circumstances may the condominium figure suspend the supply of LPG to the apartments or premises by manipulating the LPG meters, pipes and valves. Request the company to carry out a technical inspection and review of the pipes and the tank when they show visible signs of deterioration due to corrosion, physical or mechanical agents.
