Anastasia Bondarenko held a round table on targeted training of personnel for the fuel and energy sector at the 10th St. Petersburg International Gas Forum and made a keynote speech.

The State Secretary – Deputy Minister told that the Ministry of Energy of Russia has been exercising the authority to formulate proposals for an admission quota for targeted education in universities over the past two years.

“The mechanism allows certain categories of employers to“ use ”budget-funded places in universities for the tasks of their staffing. Special conditions are not only a separate competition for target students for admission to a university, but also compulsory employment in a certain company and a certain region, ”she explained.

Compared to last year, the need for targeted admission in the fuel and energy complex within the framework of the quota established by the Government increased by 75% and for the 2022/23 academic year amounted to more than 3 thousand people in 118 areas of training (specialties) in order to employ graduates in 81 regions.

Anastasia Bondarenko added that the categories of customers of targeted training within the enrollment quota are determined by the Law on Education. According to her, the meaning of the further development of the mechanism is to extend it not only to industry-owned companies with state participation, but also to a large number of large companies that are backbone for the fuel and energy complex industries and regions.

“At the legislative level, the list of customer categories has a tendency to expand and from 2022 it will be replenished with an industry criterion for the first time. This is an important marker and trend for us, we will try to use it in the interests of industry companies, ”she explained.

Anastasia Bondarenko also said that the Ministry of Energy in 2021 for the first time exercised the right to detail the admission quota for targeted training.

“We assess this pilot experience as successful. It implies assigning a specific budgetary place to a specific target in the interests of a specific employer, that is, marking a target place or places for a company. The company concludes agreements on targeted training according to the number of such places, applicants enter the university in compliance with the university’s requirements for the threshold USE scores, ”the Deputy Minister explained.

In total, at the request of the Ministry of Energy, the Government agreed on the specification of 898 target budget places in 89 universities for the employment of target students after graduation in more than 60 constituent entities of the Russian Federation.

According to Anastasia Bondarenko, the mechanism makes it possible to guarantee admission to a university and guaranteed work activity for three years after graduation, while instead of a target admission agreement between the university and the customer of targeted training, a two-stage agreement is assumed – at the level of the founders of universities and at the level of the Government of the Russian Federation. Federation.

“Working with the mechanism of targeted admission, having included in the detailing of target places, we saw that this mechanism is not about preferential admission to universities. It makes it possible to train specialists for the regions in specialized prestigious universities, including those in the capital, with a guaranteed return to production in their regions. In our opinion, conceptually, admission to targeted training is about educational and labor mobility and, in general, about supporting regional labor markets, ”said the Deputy Minister.

Anastasia Bondarenko noted that the Ministry of Energy sees opportunities for removing restrictions for industry organizations and granting the right to a wider range of organizations in the fuel and energy complex to act as customers of targeted admission to universities.

“You can initiate the introduction of appropriate amendments to the Law on Education. Here it is important, in our opinion, to recognize the responsibility of the regions for their labor markets. In this case, the regional authorities can act as customers of target groups for the employer based on the assessment of their contribution to the regional economy. Then this mechanism will be integrated into the system of managing the situation in the regional labor market and will work for staffing the regional economy, ”said the Deputy Minister.
