The Ministry of Energy has developed a draft government decree on the postponement of the application of penalties for the delay in the installation of smart electricity meters from 2023 to 2024.
From July 1, 2020, the responsibilities for ensuring electricity metering from consumers were transferred to grid organizations and guaranteeing suppliers. From January 1, 2022, the requirements for the installation of “smart” metering devices will come into force, which will become a key element of intelligent energy metering systems.
Network organizations and guaranteeing suppliers need to establish the volume of metering devices accumulated due to non-fulfillment by consumers of their obligations to install or verify them. So, in 2022-2023, more than 8.5 million devices are to be installed.
In this regard, the Government decided to suspend the application of fines for delayed installation of meters until December 31, 2023.
In addition, the project provides for the extension of the possibility of calibrating metering devices for network organizations and guaranteeing suppliers (for guaranteeing suppliers in terms of general house metering devices) until December 31, 2023. For apartment metering devices, suppliers of last resort have the right to carry out verification until 2025.
The Ministry of Energy of Russia will continue monitoring the implementation of intelligent metering systems in order to achieve the maximum effect for the industry and consumers.
