UNEP: Technology to keep a 1.5°C world within reach

Nations are making stronger commitments to keep a 1.5°C world within reach and adapting to the impacts of climate change. Better technologies into developing countries will be crucial to fulfilling those commitments. The Climate Technology Centre and Network, or CTCN, as the implementation arm of the Convention’s Technology Mechanism, will be central to facilitating the development and deployment of such transformative climate technologies.

Most nations have mentioned technology in their revised Nationally Determined Contributions. And, from the first joint publication by the Technology Executive Committee and the CTCN, we see many examples of where technologies are directly supporting the implementation of NDCs.

The CTCN has played a clear role in this process of implementation. Over eight years, the CTCN has supported 360 requests for technical assistance – of which 145 are completed and 178 are being implemented.

The CTCN has demonstrated that its model works. Strong processes are in place. There is a network of National Designated Entities. There is a broad range of technology expertise available through over 650 network members. And demand is growing. This year alone, the CTCN received 52 eligible requests for technical assistance. So, we at UNEP look forward to a COP26 decision renewing the UN Environment Programme’s hosting of the CTCN with our sister agency, UNIDO.

We must thank members states who have supported the CTCN. The CTCN has secured almost USD 95 million, most of it from contributions from Member States and bilateral partners. However, we have so far only tapped into a fraction of the CTCN’s potential. Limited budgets that do not meet on-the-ground realities and countries’ expectations are holding back progress.

At this critical juncture for climate action, the global community can do a lot of good by strengthening the Technology Mechanism. This would be a good investment – as climate technology development and transfer offer tremendous opportunities for low-emission growth and resilient societies.
