Pertamina: Uncovering Hoarding Action, Pertamina & Ditpolair Baharkam Police Secure Subsidized Solar Supply

Pertamina’s fuel distribution monitoring system and strict supervision have discovered illegal hoarding of subsidized diesel in the Central Java region.

The disclosure of the case of irregularities in subsidized fuel was realized in good cooperation with the Direktorat Polisi Perairan (Ditpolair), Korpolairud Badan dan Pemelihara Keamanan (Baharkam) of the Indonesian National Police. They have succeeded in raiding the illegally stored subsidized diesel fuel warehouse in Bergas District, Semarang Regency, Central Java.

The raid was the result of the development of a similar case at the Port of Tegal, Central Java, on September 20.

The case began when it was discovered after a decline in non-subsidized diesel sales to the industry. On this basis, Pertamina moved quickly to coordinate with Ditpolair Task Force for the National Police’s Korpolairud Baharkam.

Ditpolair Korpolairud Baharkam Polri started reconnaissance and observation for a month between August 4 and September 3, 2021.

As a result, on September 20, 2021, the perpetrators of the misuse of subsidized diesel were arrested on a ship at the Port of Tegal, Central Java.

Based on the results of the development, a raid was carried out on the storage warehouse for illegal subsidized diesel fuel in the Bergas District, Semarang Regency.

The perpetrators took the subsidized fuel from various public petrol stations (SPBU) in Semarang, Salatiga, and Magelang.

In addition to this case, in March 2021, Pertamina and the Ditpolair Korpolairud Baharkam Polri also caught the hands of the perpetrators of stealing diesel fuel from the Single Point Mooring (SPM) or Pertamina’s mid-sea fuel loading and unloading place in Tuban waters.

Not only with Ditpolair, throughout 2020-2021, Pertamina also noted there were five arrests of misuse of Subsidized Solar by other Polri ranks, starting from the Polsek, Polres, and Bareskrim in North Sumatra, Aceh, and West Sumatra.

Acting Senior Vice President of Corporate Communications and Investor Relations of Pertamina, Fajiryah Usman, said the misuse and hoarding of subsidized fuel is a crime because it is detrimental to the state.

The misuse of subsidized fuel also hurts the community. Hoarding may cause fuel shortages because the volume of distribution of subsidized fuel is limited by the quota according to the needs of the community.

According to her, the target users of subsidized fuel have been regulated through Presidential Regulation No. 191 of 2014 concerning the Supply, Distribution, and Retail Selling Price of Oil Fuel.

In addition, BPH Migas also regulates the control of subsidized fuel through BPH Migas Decree No. 04/P3JBT/BPH Migas/Kom/2020 concerning Control of Distribution of Certain Types of Fuel by Business Entities Implementing Assignments to Consumers Users of Motorized Vehicle Transportation for Transportation of People or Goods.

“The practice of this kind of abuse has harmed the community, especially users of subsidized fuel such as public transportation and fishermen. They are deprived of their rights by irresponsible people, and also resulted in state subsidies not being well targeted. Pertamina appreciates the fast steps of the police, subsidiaries, and community support, so efforts to crack down on the misuse of subsidized fuel are running smoothly,” she explained.

Fajriyah added that along with the recovery of the economy and the growth of the industrial sector, Pertamina is increasing coordination with the authorities to ensure the distribution of subsidized fuel is sufficient and according to its designation.

Fajriyah added that Pertamina, through Patra Niaga, Sub Holding Commercial & Trading PT Pertamina (Persero), has taken action against 91 distribution agencies or petrol stations throughout Indonesia, whom the distribution of Subsidized Solar did not comply with established regulations.

“This is proof of Pertamina’s commitment to maintaining the government’s mandate in distributing subsidized diesel in a targeted manner,” said Fajriyah.
